Open Question: Kearns Utah Health Code?

I was wondering what health code is in place to require landlords to ensure the house is sanitary. I lived in a house that the main sewer line was leaking and the landlord wouldn't fix it. I had to call the health department for them to force the landlord to fix it. So again, i was wondering what law requires the sanitary requirements of rental homes in Kearns Utah. No the point is not. I need it. This landlord is now attempting to charge me $7000 for damages that were not there.
